El Paso County operates two jail facilities. The Downtown Detention Facility is at 601 E. Overland, El Paso, TX 79901. The Jail Annex is at 12501 E. Montana, El Paso, TX 79938, which opened in late 1997 as part of the Leo Samaniego Law Enforcement Complex. The Annex uses a campus-style podular design with 12 pods, each with cells surrounding a central control area.

Commissary for the Downtown Facility runs on Fridays for all housing floors (3 through 11). At the Annex, pods 100 through 400 get commissary on Tuesdays and pods 500 through 1200 on Wednesdays. To add money to an inmate's account, you need their full name, correct date of birth, and booking number.
